Can't Decrypt File

<p>Get a ‘Warning’ message when I try to decrypt a file. It says ‘[file name] has been opened in another application. Please ensure the other application is closed entirely and try again.  The Excel file is not open (even Excel is closed) and there are no others applications my file could be open in. Why can’t I decrypt my file?</p>
